Report from FCCJ Executive Dialogue with Helsinki Mayor Daniel Sazonov

2026 OCTOBER

Report from FCCJ Executive Dialogue with Helsinki Mayor Daniel Sazonov

October 14, 2026 | Tokyo, Japan

The Finnish Chamber of Commerce in Japan (FCCJ) had the pleasure of welcoming Mr. Daniel Sazonov, Mayor of Helsinki, for an exclusive Executive Dialogue on October 14, 2026. The meeting brought together representatives of the Finnish business community in Japan to discuss Helsinki’s international ambitions, the evolving relationship between Helsinki and Tokyo, and opportunities for strengthening bilateral business cooperation.

The discussion took place during Helsinki’s “Super Week” in Japan, which featured a broad range of activities showcasing Finnish expertise in culture, business, innovation, gastronomy, and tourism. A major milestone of the visit was the signing of a Memorandum of Understanding (MOU) between Helsinki and the Tokyo Metropolitan Government, establishing a new framework for cooperation across seven fields.

Tokyo as Helsinki’s Strategic Gateway to Asia

Mayor Sazonov emphasized Helsinki’s growing international ambitions and the importance of strengthening its economic competitiveness. Having recently surpassed 700,000 inhabitants, Helsinki is positioning itself as an increasingly attractive destination for international businesses, investment, and innovation.

Within this strategy, Tokyo has emerged as Helsinki’s principal gateway to Asia, alongside New York City as its key North American counterpart.

The newly signed MOU with Tokyo Governor Yuriko Koike marks an important step forward in this relationship. Cooperation will cover areas including education, elderly care, childcare, cultural exchange, innovation, and economic development, with particular attention to startup ecosystems.

The Mayor highlighted the potential for both cities to learn from each other’s experiences. Helsinki’s strengths in education, digitalization, and public services offer valuable opportunities for collaboration, while Tokyo’s scale, technological capabilities, and dynamic business environment provide significant possibilities for Finnish companies.

Five Growth Sectors Driving Helsinki’s Future

Economic development was a central theme of the discussion. Mayor Sazonov outlined five sectors that Helsinki has identified as particularly promising for future growth:

  • Health technology and well-being: Building on Helsinki’s strong life sciences ecosystem and the internationally recognized HUS University Hospital.

  • Circular economy: Advancing sustainable solutions through urban development, infrastructure investment, and innovative business models.

  • Creative industries: Leveraging Finland’s strengths in design, culture, and creative entrepreneurship, particularly in markets such as Japan.

  • Food and gastronomy: Supporting the international expansion of Finnish food concepts and brands.

  • Maritime industries: Capitalizing on Finnish expertise in icebreakers, marine technology, and specialized industrial solutions.

In addition to supporting Finnish companies’ international expansion, Helsinki is actively seeking to attract foreign investment. Japanese companies considering entry into European markets were encouraged to explore Helsinki as a potential base for their operations.

Strengthening Startup and Innovation Ecosystems

The dialogue also explored opportunities for deeper cooperation between Helsinki’s and Tokyo’s startup ecosystems.

Helsinki’s Maria 01 startup campus was highlighted as an example of a successful innovation environment that has attracted interest from Tokyo. Existing initiatives have already enabled Tokyo-based startups to spend time in Helsinki, and further expansion of reciprocal exchange programs is being considered.

Participants emphasized the importance of distinguishing between early-stage startups and more established scale-ups. For Finnish technology companies seeking to enter Japan, identifying suitable local partners, understanding customer expectations, and establishing a sustainable market presence remain essential.

Targeted business matchmaking and closer cooperation between local innovation organizations could significantly improve the effectiveness of these initiatives.

Entering the Japanese Market: Opportunities and Challenges

An important part of the Executive Dialogue focused on the practical realities of doing business in Japan.

Representatives of the Finnish business community shared their experiences of the Japanese market, emphasizing that long-term commitment, localization, and trusted relationships are critical to success.

Despite the opportunities presented by Japan’s large and sophisticated economy, Finnish companies frequently encounter challenges related to cultural differences, language barriers, regulatory requirements, and the availability of skilled local talent.

The discussion highlighted that Japanese customers often expect immediate local support and clear evidence of a company’s long-term commitment. Establishing a presence in Japan therefore requires not only competitive products and technologies but also sufficient resources, patience, and a well-developed market-entry strategy.

At the same time, Japan’s market scale can present opportunities that exceed the production or delivery capacities of smaller Finnish companies, making careful preparation particularly important.

The Importance of Local Networks and Team Finland Cooperation

The discussion underscored the value of the Finnish business community already established in Japan.

The FCCJ, together with the Embassy of Finland, the Finnish Institute in Japan, and other Team Finland stakeholders, can play an important role in supporting Finnish companies through market intelligence, business connections, and practical guidance.

Participants identified opportunities to strengthen information sharing between organizations and to provide more structured market-entry education for Finnish companies considering expansion into Japan.

The importance of leveraging the knowledge and networks of Finnish professionals with extensive experience in Japan was particularly emphasized.

Expanding Educational and Cultural Exchange

Beyond business cooperation, the dialogue explored ways to deepen connections between the people of Helsinki and Tokyo.

Existing high school exchange programs provide a foundation for further educational cooperation, while potential university partnerships and summer programs could create additional opportunities for Japanese students to experience Finland.

The Finland–Japan working holiday agreement was also highlighted as an underutilized opportunity to encourage greater mobility and cultural understanding.

Cultural cooperation remains another important pillar of the bilateral relationship. The Helsinki Philharmonic Orchestra’s performances in Japan and Korea during Helsinki Super Week illustrated how cultural exchange can strengthen Finland’s visibility and create connections beyond traditional business activities.

Participants also discussed the strong appeal of Finnish consumer brands, including Moomin, Arabia, and Iittala, while emphasizing the importance of promoting Finland’s equally impressive capabilities in industrial technology, deep tech, and advanced manufacturing.

Looking Ahead: From Dialogue to Concrete Cooperation

The meeting concluded with a shared recognition that the strengthened Helsinki–Tokyo relationship provides an excellent foundation for more practical cooperation.

Among the potential next steps discussed were expanding startup exchanges, developing educational initiatives, strengthening cultural partnerships, facilitating targeted business introductions, and improving coordination between Finnish organizations operating in Japan.

The newly signed MOU creates a promising institutional framework, while its long-term success will depend on translating shared ambitions into concrete activities and sustainable partnerships.

The FCCJ looks forward to supporting these developments and continuing to serve as a bridge between Finnish businesses, Helsinki, and Japan.

We extend our sincere appreciation to Mayor Daniel Sazonov for his time, openness, and valuable insights, and to all participants for contributing to an engaging and constructive dialogue.
