Exclusive Interview with H.E. Mr. Pasi Hellman, Finland’s Ambassador Designate to Japan.
1. First Impressions:
“Now that you have completed your first month in post, what have been your strongest initial impressions of Japan, and has anything surprised you since your arrival?”
I am extremely pleased with how the Finnish-Japanese relations have broadened and grown stronger in recent times. Japan is a strategic and very like-minded partner for Finland. And surprises, I can name two. A pleasant surprise has been to see how positive view so many Japanese people have about Finland and Finnish people. And another: Already several leading Japanese politicians and high level officials have said that at school they have regularly listened to or even practiced the Finlandia hymn by Jean Sibelius.
1. First Impressions:
1. 第一印象： 「着任後1ヶ月が経ちましたが、日本に対する最も強い第一印象はどのようなものでしたか？また、着任以来、何か驚いたことはありましたか？」
近年、フィンランドと日本の関係が拡大し、より強固なものになっていることを大変嬉しく思っています。日本はフィンランドにとって戦略的に重要な、そして非常に志を同じくするパートナーです。驚いたことは2つあります。一つは、多くの日本人がフィンランドとフィンランド人に対して非常に好意的な見方をしていることです。もう一つは、すでに複数の日本の有力政治家や高官が、学生時代にジャン・シベリウス作曲のフィンランド賛歌「フィンランディア」をよく聴いたり、練習したりしていたと話していたことです。
2. Term Goals & Priorities:
“Looking ahead at your tenure as Ambassador, what are the primary targets and strategic priorities you hope to achieve during your term in Japan?”
Year 2025 was an exceptionally busy year in terms of high-level visits from Finland to Japan. Many new doors were opened, contacts established, collaboration initiated. We have relatively good networks in Japan. We wish to use them even more strongly to promote cooperation in areas where the interests and needs of Japan – including the government and the private sector – and Finland are aligned. Often our political and security policy dialogue is closely linked also to economic and commercial prospects.
2．任期中の目標と優先事項：
「大使としての任期において、日本での任期中に達成したい主要な目標と戦略的優先事項は何ですか？」
2025年は、フィンランドから日本へのハイレベル訪問が非常に多忙な年でした。多くの新たな扉が開かれ、人脈が構築され、協力関係が始まりました。フィンランドは日本に比較的良好なネットワークを有しています。私たちは、日本政府および民間セクターを含む両国の利益とニーズが一致する分野において、これらのネットワークをさらに強化し、協力関係を促進していきたいと考えています。私たちの政治・安全保障政策に関する対話は、経済・商業の見通しとも密接に関連していることが多いです。
3. Supporting Finnish Businesses:
“Trade and economic relations are a vital pillar of the embassy’s mission. How do you plan to support Finnish companies—both established players and newcomers—in navigating and succeeding in the Japanese market?”
The Embassy is actually in a better position to support Finnish companies and business interests than perhaps ever before. The Finnish government’s business promotion activities are now fully integrated as a one-stop-shop under the Embassy, and we have strong cooperation with all Team Finland Japan actors. Our economic and trade teams are in contacts with Finnish businesses on a daily basis – and as a matter of fact, so am I.
3．フィンランド企業の支援：
「貿易・経済関係は、大使館の使命における重要な柱です。既存企業と新規参入企業の両方を含むフィンランド企業が、日本市場で成功を収めるために、どのような支援を計画されていますか？」
実際、大使館はフィンランド企業とその事業利益をこれまで以上に支援できる体制を整えています。フィンランド政府のビジネス振興活動は、現在、大使館のワンストップ窓口として完全に統合されており、チーム・フィンランド・ジャパンのすべての関係者と緊密に連携しています。経済・貿易チームはフィンランド企業と日々連絡を取り合っており、私自身も同様です。
4. Expectations for the Chamber:
“The Finnish Chamber of Commerce in Japan (FCCJ) works closely with Team Finland. What are your expectations for the Chamber, and how can we best collaborate to strengthen the Finnish-Japanese business community?”
I welcome the Chamber’s intention to become even more active and to build a stronger role. The Embassy is ready to support this. The stronger and the more representative of the Finnish business sector the Chamber becomes, the more important partner it is also to the Embassy.
4．商工会議所への期待：
「在日フィンランド商工会議所（FCCJ）はチーム・フィンランドと緊密に連携しています。商工会議所にどのような期待をお持ちですか？また、フィンランドと日本のビジネスコミュニティを強化するために、どのように協力していくのが最善でしょうか？」
商工会議所がさらに積極的に活動し、より強い役割を担おうとしていることを歓迎します。大使館はこれを全面的に支援する用意があります。商工会議所がより強力になり、フィンランドのビジネス界をより代表する存在になればなるほど、大使館にとってもより重要なパートナーとなります。
5. Personal & Free Time:
“On a lighter note, when you are not busy with diplomatic duties, how do you prefer to spend your free time in Japan, and is there anywhere specific in the country you are looking forward to exploring?”
I am currently still very much in a fact-finding mode when it comes to living in Tokyo. I like to explore the city and what is has to offer – and it certainly offers much. I am also very much looking forward to my first visits to cities and prefectures outside of Tokyo in the coming weeks. In the longer term, I would like to see as much of the country as possible, all the way from up North to the Southern islands.
5. プライベートと自由時間：
「少し軽い話題になりますが、外交業務でお忙しい時以外は、日本でどのように自由時間をお過ごしになるのがお好きですか？また、特に訪れてみたい場所はありますか？」
東京での生活に関しては、まだ情報収集の段階です。街を探索し、その魅力に触れるのが好きです。そして、東京には実に多くの魅力があります。また、今後数週間で東京以外の都市や都道府県を初めて訪れる予定で、とても楽しみにしています。長期的には、北から南の島々まで、できる限り日本各地を訪れたいと思っています。

Profile:
Pasi Hellman is Ambassador-Designate of Finland to Japan
since 1 September 2026.
Mr. Hellman’s career in international relations and diplomacy spans over three
decades. Prior to his current post he held the position of Under-Secretary of
State (International Development) at the Ministry for Foreign Affairs in Helsinki in
2022-2026. Earlier he has served as Finland’s Consul General in Shanghai, China
in 2019-2022, as well as in Finland’s diplomatic missions in the Hague,
Netherlands and Nairobi, Kenya.
Mr. Hellman was Managing Director of the Nordic Development Fund in Helsinki
in 2012-2018, and served in the Board of Directors of the Asian Development
Bank in Manila, the Philippines in 2004-2007. He has also served as Board
Director and Deputy Chair of the Board in Finnfund since 2024.
Mr. Hellman holds the degree of Doctor of Science in Economics from the Turku
School of Economics and Business Administration in Finland.
In his freetime Mr. Hellman is keen on travel and cultures, and likes to participate
in sports such as padel, tennis and basketball.

ヘルマン氏は、国際関係および外交分野で30年以上のキャリアを誇ります。 現職に就く前は、2022年から2026年までヘルシンキの外務省で国際開発担当次官を務めました。 それ以前は、2019年から2022年まで中国・上海のフィンランド総領事、 オランダ・ハーグとケニア・ナイロビのフィンランド在外公館で勤務しました。
また、2012年から2018年までヘルシンキの北欧開発基金の専務理事、 2004年から2007年までフィリピン・マニラのアジア開発銀行の理事を務めました。 彼は2024年からフィンランドの金融サービス基金（Finnfund）の理事および副理事長も務めています。
ヘルマン氏は、フィンランドのトゥルク経済経営大学で経済学の博士号を取得しています。
余暇には旅行や文化交流を楽しみ、パデル、テニス、バスケットボールなどのスポーツにも積極的に参加しています。
