Event Report – FCCJ Defence Mixer: Bridging Finland–Japan Defence & Tech Innovation

FCCJ Defence Mixer Connects Finnish and Japanese Businesses at ICEYE

The Finnish Chamber of Commerce in Japan and ICEYE Japan co-hosted the FCCJ Defence Mixer at ICEYE’s office in Shibuya, Tokyo, on 27 October 2026. Organised to coincide with the Finnish defence industry delegation’s visit to Japan, the evening brought visiting Finnish companies together with FCCJ members and the local business community to exchange experiences and explore opportunities for cooperation.

The partnership between ICEYE and IHI offered a concrete example of Finnish–Japanese industrial collaboration. Speakers presented it as a model for building sovereign Japanese capability using proven Finnish technology, combining Finland’s rapid development in the “new space” sector with Japan’s industrial scale and experience. The discussion highlighted how cooperation can extend beyond supplying equipment to developing lasting capabilities together.

The evening also offered practical lessons on doing business in Japan. ICEYE Japan’s approach emphasised becoming part of the local business community and viewing Japanese manufacturers as partners in a global industry. Speakers described Japan as a market of considerable opportunity, where success requires an understanding of local customs, sustained relationship building and reliable delivery.

Trust, depth and scale were recurring themes. The discussions highlighted the complementary strengths of Finnish and Japanese businesses, alongside shared values and a culture of delivering on promises. For Finnish companies exploring the market, the message was to invest in long-term partnerships and understand how their expertise can contribute to a Japanese partner’s wider objectives.

For FCCJ, the mixer provided an opportunity to connect the visiting delegation with members ranging from established companies to startups and experienced individual professionals. The informal setting encouraged participants to exchange market knowledge, make new contacts and discuss potential collaboration. We thank ICEYE Japan for co-hosting the evening and everyone who joined us.

The wider delegation visit and developments in defence cooperation

The mixer took place during Finland’s Minister of Defence Antti Häkkänen’s visit to Japan on 26–28 October. He was accompanied by a business delegation representing 20 Finnish companies working in defence and dual-use technologies. The visit aimed to strengthen bilateral relations and advance industrial cooperation across fields including space, unmanned systems, secure communications and cybersecurity. Japan was Finland’s second-largest market for defence exports in 2025, underlining the commercial significance of the relationship. Embassy of Finland, Tokyo

The visit marked an important step in government cooperation. On 26 October, Minister Häkkänen and Japan’s Minister for Foreign Affairs Toshimitsu Motegi signed an agreement concerning the transfer of defence equipment and technology. The agreement sets out terms for such transfers and provides a framework for cooperation through research, development and production projects, coordinated by a joint committee. Finnish Government

At their meeting in Tokyo the same day, Minister Häkkänen and Japan’s Minister of Defense Shinjiro Koizumi welcomed the agreement and confirmed their intention to advance defence equipment and technology cooperation. They also shared the view that security in the Euro-Atlantic and Indo-Pacific regions is inseparable and agreed to deepen defence cooperation and exchanges. Japan Ministry of Defense

Industrial partnerships are already demonstrating the practical scope of this cooperation. According to the Embassy of Finland’s briefing ahead of the visit, IHI had agreed to purchase four ICEYE satellites, two of which were already operational, with the remaining two planned for launch in the first quarter of 2027. ICEYE’s radar satellite technology can provide imagery regardless of daylight or weather conditions, illustrating the role of space technology in security and situational awareness. Together, these developments point to expanding opportunities for Finnish–Japanese cooperation in defence, space and advanced technology. FCCJ looks forward to continuing to connect businesses and support the relationships that turn shared interests into practical partnerships.
